In that case, do a combination of what myself & Don said.

Remove the nuts & washers. Stand the duck on a sheet of cardboard. Poke the threaded parts through the cardboard. Then draw around the base of the duck.
Cut around the circular outline & tidy up the two holes.

I've actually looked into the legalities of a hood ornament and it is only illegal if it causes loss of forward visibility...
