As I say to friends and family when their kids are thinking about uni - do a clearly useful degree, or if you really want to do arts/social sciences (I did) make sure you do it at a top university if you want your qualification to be worth the paper it's written on.
Basically grammar schools used to give the working class a leg up - the middle class 'left' abolished them.
No fee and a grant at uni gave the working class a leg up - the middle class 'left' introduce fees while 'expanding higher education' so every middle class kid whose parents can afford it can be bought a bit of paper from somewhere.
I don't see anything here designed to help working people get ahead.
Just a policy of creating lots of opportunities for their own off spring in the public sector.
