That's interesting - I always thought the phrase was 'flat as a witch's tit'.
A phrase I first heard used in the Slade film from the early 70s, Flame I think it was called - their tour van got a puncture.
As I was probably still in primary school, the use of the word 'tit' on screen was a revelation and the memory has stayed with me all these years!

It is incomprehensible that someone would want to question the outcome of that situation, a guy gets out of a car with a machine gun and sprays about 60 bullets at the two police officers, then after he is shot in the leg still continues to try to beat one of the policemen to death with the butt of his machine gun
Anyone who tries to defend the perpetrator or criticise the police is clearly insane
