It's purely to shift the news cycle, I'd say cynically extreme to guarantee it'll never pass. They know it wouldn't go through, no interest in making it go through.
They are hoping for the Double of a story shift and looking big and tough on immigration. There is absolutely no intention to implement it.

The best argument the lefties could come up with was..."It'll be a one way ticket to Rwanda. The (illegal) immigrants will never have their asylum cases dealt with fairly. And will never make it to the UK"...
